  * Adds live osu! API usage monitoring.
  * Discord staff can use ''.apiusage'' to view rolling request totals and requests/minute from five seconds through one hour.
  * API usage is logged automatically and tracks HTTP 429 rate-limit responses.
  * Usage totals are shared across rooms through the shared API-rate database, preparing for future multi-lobby support.
